The training, which can be used to meet some of the requirements for grant money from the Department of Homeland Security, allows the participants to get an idea of the kind of issues that can arise in pipeline emergency situations.

"In the real world it’s never as easy as 1-2-3," said Robert Soto, director of training with Paradigm. "The biggest obstacle in these events is communication."

2019 HSEEP Programs

Homeland Security Exercise and Evaluation Protocol (HSEEP) programs are almost complete in Oklahoma and Texas. HSEEP exercises enhance awareness and knowledge of pipeline safety by utilizing a localized table top exercise (TTX), with an After-Action Report/ Improvement Plan (AAR/IP) following the exercise. Designed for first responders, HSEEP exercises provide a set of guidelines for training and consistent terminology for exercise design. Through their attendance, first-response agencies complete a portion of their requirements to receive federal grant money.
