Currently, first responders and excavators in Kansas, Mississippi, Oklahoma, Texas, and Indiana are attending CoRE, CoRE-EX and Excavator programs. South Dakota, Kentucky, North Dakota, Oregon, and Minnesota programs are starting soon.
Paradigm is set to conduct 126 meetings in nine states by the end of January.
Homeland Security Exercise and Evaluation Protocol (HSEEP) programs have begun in Oklahoma and Texas. HSEEP exercises enhance awareness and knowledge of pipeline safety by utilizing a localized table top exercise (TTX), with an After-Action Report/ Improvement Plan (AAR/IP) following the exercise. Designed for first responders, HSEEP exercises provide a set of guidelines for training and consistent terminology for exercise design. Through their attendance, first-response agencies complete a portion of their requirements to receive federal grant money.
After preparing and working with numerous state pipeline associations, emergency personnel have additional resources and benefits while attending local liaison programs. Many state pipeline associations have partnered with Paradigm to bring more awareness to pipeline safety in their state.

The Coordinated Response Exercise (CoRE) utilizes pipeline scenarios to enhance pre-planning and education for first responders and public officials in preparing for and responding to pipeline incidents. Excavator meetings teach safe digging practices. The Coordinated Response and Excavator Exercise (CoRE-EX) utilizes pipeline scenarios and safe digging information to educate both first responders and excavators on pipeline safety.
